reworked r_viewscale_fpsscaling to use the time of SCR_DrawScreen

reworked r_viewscale_fpsscaling to use the time of SCR_DrawScreen
wrapped in glFinish calls (REALLY should use GL_EXT_timery_query), this
means that vid_vsync now works fine with it
